A course should be mandatory for all ages on them! Learning how to not flip, what to do when you're stuck, driving on different terrain. A quad is fine to drive for a responsible kid with a bunch of family doing a scenic route on a groomed trail. But there are too many hotshots trying to race in dunes, or parents letting them go on their own because they saw how responsible they are with family on a groomed trail and forget how fast rules go out the window when not supervised. I agree with you - don't like gov't regulating every aspect of life, but too many accidents are happening.
